A builder is a Seller just like anyone else. We know that a regular Seller isn't required accept an offer from a Buyer that offered them full price and it's the same with new construction. The main thing a builder would want to make sure is that they aren't turning away the opportunity because of one of the protected "Fair Housing" classes.
